On September 30th we commemorate the National Day for Truth and Reconciliation. On this day, municipalities all over Canada will raise the Survivors’ Flag. The Survivors’ Flag is an expression of remembrance, meant to honour residential school Survivors and all the lives and communities impacted by the residential school system in Canada. Each element depicted on the flag was carefully selected by Survivors from across Canada, who were consulted in the flag’s creation.
Russell Township will mark the raising of the Survivors’ Flag with a gathering and a smudging ceremony. Smudging is a traditional Indigenous practice used by many Indigenous communities to encourage reflection, healing, and well-being.
Everyone can honour the National Day for Truth and Reconciliation by wearing orange, taking time to learn about and reflect on the history and experiences of Indigenous Peoples, supporting Indigenous communities, artists, and businesses, and engaging in respectful and meaningful conversations about reconciliation.
Hydro Ottawa Ltd. announced last week that the Piperville municipal transformer station is now live. This facility will serve customers in southeast Ottawa with 90 megawatts of power, matching the capacity of the largest existing substation. This lower-carbon substation was designed to minimize environmental impact without compromising power quality, and it will secure the critical infrastructure required to power the region’s rapid growth.
For local residents and businesses, the new station delivers direct long-term community benefits. It provides increased system redundancy to help mitigate the impacts of severe weather events.
On September 24th, 2026, the United Counties of Prescott and Russell (the “UCPR”) hosted the first Prescott and Russell Affordable Housing Summit, an event where municipalities and regional partners could meet up and innovate together.
The Summit brought together more than 50 people in Rockland.
The participants discussed the UCPR’s 2024 to 2034 Ten-Year Housing and Homelessness Action Plan, attended presentations on affordable housing, and continued their collective work to address homelessness. “To successfully achieve our goals, we must present a united front, and that is exactly what we accomplished at the Summit,” explained Mario Zanth, Warden of the UCPR. “We wanted to accelerate our projects through collaboration and innovation at this first Summit – it was a success,” declared Jennifer Lambert, Housing Plan Coordinator of the UCPR Social Services.
Construction of the new Russell Township Recreation Complex continues to make progress, with an opening date just a few months away.
Some exterior features are close to completion, like
landscaping, parking, sidewalks, curbs and the exterior siding installation. Meanwhile, exterior lighting, electric vehicle charging stations, and other finishing touches had been completed.
The interior construction is also well underway with painting of the exposed structure nearly complete in all the three arenas, and other features installed. Other areas that are almost finished include the ceramic floors in the washrooms and kitchens, the acoustical ceiling installation, and the rooftop.
Ability Hive Accessible Halloween is ready for its 4th annual event. This is a free, all ages, inclusive Halloween celebration held annually at Jonathan Pitre Accessible Park in Embrun, Ontario.
On Saturday, October 3rd, from 1 p.m. to 4 p.m. the Jonathan Pitre Accessible Park transforms into a magical Halloween experience where children, youth, adults, caregivers, and families of all abilities can explore larger-than-life Halloween displays, festive Village Stops, friendly Special Guests, sensory-friendly experiences, and unforgettable Halloween memories.
Also on Saturday, October 3, 2026 the Promotion of Leadership for Community Development invites the community to the first edition of Festival Mosaïque, a full day of culture, celebration and family fun. This event will take place in Casselman at the Soccer and Baseball Fields. Seniors beginner group exercise classes are coming to Carlsbad Springs. Every Thursday from 1 p.m. to 2 p.m., at the Carlsbad Springs Community Centre seniors are welcome to drop in for an hour of working on strength, stretching, balance and breathing. All you need to bring is shoes for exercising and a water bottle.
On Wednesday, October 14th, 2026, starting at 7 p.m. the Casselman community will have the opportunity to meet the local candidates for the municipal elections. This event will take place at Deguire Community Hall, inside the J.R. Brisson Complex at 758 Brébeuf Street, in Casselman.
On October 25th, from 2 p.m. to 3:30 p.m. the Carlsbad Springs Optimist Club is organizing the “Trunk or Treat” Halloween event. The Club is looking for people who would like to participate by signing up to decorate their car, and hand out candy or other items of their choice to the children who will be going around the vehicles. The event will take place "rain or shine" at the Carlsbad Springs Community Centre.
The children will get to vote for the best decorated vehicle. The winner will win $100. To register, please send an email to lamoureuxjulie@outlook.com before October 14th, 2026.
