Background: What is Tewin

  • Tewin is a proposed development of 445 hectares near Carlsbad Springs in Ottawa, developed by the Taggart Group in partnership with the Algonquins of Ontario (AOO).

  • It is planned to accommodate tens of thousands of people (some estimates up to 45,000) eventually, with roads, transit, and full infrastructure.

  • The land was added into Ottawa’s urban boundary in the city’s Official Plan in 2021 despite staff scoring it lower than other candidate areas (because of distance from existing infrastructure, soil issues, transit connectivity, etc.).

On Wednesday, Ottawa’s Planning and Housing Committee voted against a motion by Councillor Theresa Kavanagh that sought to remove the Tewin development from the city’s Official Plan.


  • Background: The Tewin project, located in rural southeast Ottawa, was added to the city’s urban boundary in 2021 to allow for a large new housing community. The decision has been controversial due to its distance from existing infrastructure, environmental concerns, and high servicing costs.

  • Kavanagh’s Motion: She proposed reversing the 2021 decision and asked city staff to examine how land use planning could better support reconciliation with the Algonquin Anishinabeg Nation Tribal Council, a different Indigenous group than the Algonquins of Ontario, who are partners in the Tewin project.

  • The Debate: The committee heard from 19 public delegations, including community members and experts, and councillors questioned staff extensively about the implications of removing Tewin.

  • The Vote: The motion failed with 5 councillors in favour and 7 opposed, meaning Tewin remains part of Ottawa’s Official Plan and will continue as a planned urban expansion area.
